Kell, who began his playing days as a midfielder, first trained with the United Academy in 2008.
Watts appeared in all of the Magpies' 41 matches at under-23 level in 2018/19, netting six times.
Previously of Cramlington Juniors, Kell – a former Ponteland High School pupil – identifies Manchester United frontman Zlatan Ibrahimovic as his footballing idol.
He joined Stevenage on loan for the first half of the 2019/20 season, where he got his first taste of senior football, and joined Mansfield Town on a temporary basis for the second half of the campaign. In between, he signed a new contract at St. James' Park, demonstrating the club's belief that he could be an important player in the future.
On the final day of that campaign, he made his Premier League debut as a substitute against Liverpool.
Having trained with Newcastle's first team in pre-season, Watts joined League One side Plymouth Argyle on loan for the 2020/21 term.
He spent the following season on loan with Wigan Athletic, helping them to win promotion to the Championship.
